Job Summary:

The DDC Community Development Program Manager (CDM) is a full-time, term (two years) position responsible for the delivery of targeted programs and services that support and advancement of economic, socio-economic and community development initiatives with the aim to enhance the well-being of the community we serve. Working under the direction of the General Manager, the (CDM) will help design, deliver and measure programs, services, projects and initiatives that foster local readiness for current and emerging opportunities and community well-being. Work will include project planning and implementation, identifying funding opportunities, and advancing partnerships that align with Deisleen Development Corporation’s strategic goals and objectives. The ideal candidate is solution-oriented and community-oriented with extensive experience in the development and delivery of programs and services that foster entrepreneurship, employment, capacity development and community well-being. The candidate will be familiar with how to engage with stakeholders, promote local participation in community projects and is passionate about understanding the economic and socio-economic factors that are essential to community well-being.

Key Responsibilities

a) Delivery of Community Economic Development Programming:

  • Promote and deliver DDC programs and services with the aim to foster local community development initiatives and enhance community well-being.
  • Work with eligible applicants who may need assistance with accessing funding related to job shadowing, mentorship, training, on-the-land activities and/or expansion of a small business;
  • Facilitate the collection of performance measurement data and reporting.

b) Facilitating Community Engagement, Research and Planning:

  • Facilitate inclusive engagement processes with citizens, community organizations, and stakeholders.
  • Support the development and review of community development plans, including strategic plans, sectoral plans, and local action plans.
  • Promote participation in community development projects.
  • Assist with the collection, evaluation and reporting on economic data to help support informed decision making and enhance DDC’s approach to making targeted investments in the community.

c) Leading Project Design and Pathfinding Support Services:

  • Develop project proposals, timelines, and budgets for community development initiatives, as needed.
  • Enhance understanding and awareness of federal and territorial programs and provide information to local applicants on available grants and contributions.
  • Monitor progress and prepare reports on milestones, outcomes, and community impact.

 d) Promoting Available Funding & Community Development Resources:

  • Research and identify relevant funding sources (territorial, federal, private).
  • Write grant applications and prepare supporting documentation for project funding.
  • Track and report on grants and project expenditures as required by funders.

e)  Building Partnership & Relationships:

  • Collaborate with various Teslin Tlingit Council departments, other levels of government, industry partners, and community groups to leverage resources and align objectives.
  • Represent DDC at community meetings, regional forums, and development workshops.

Administrative & Reporting Duties

  • Maintain accurate records of project documentation and community engagement activities.
  • Prepare briefing notes, reports, and presentations for the General Manager and Board of Directors.
  • Ensure compliance with all legal, financial, and reporting obligations.

Qualifications

 The ideal candidate will have the following qualifications:

  • Post-secondary education in Community Development, Social Work or a related field (or equivalent combination of education and experience).
  • Minimum of 2–3 years experience in program delivery, project coordination, community engagement, or development work, preferably in a First Nation or northern context.
  • Strong communication, writing, and facilitation skills.
  • Demonstrated ability to work independently and manage multiple priorities.
  • Knowledge of funding sources and proposal development.
  • Understanding of Teslin Tlingit culture, governance, and community priorities is a strong asset.
  • Valid Class 5 Driver’s License and willingness to travel as required.

Preferred Skills and Experience

  • Extensive experience in the development of funding applications
  • A strong working knowledge of how to deliver programs and services at the community level
  • Knowledge of local community development initiatives, funding agreements, procurement processes and not-for-profit operations

  • Knowledge of Teslin Tlingit Council’s governance structure, our community, heritage and culture, social structure, language and traditions and the significance of Haa Kusteeyí to our community is essential to succeeding in this position

  • Required to sign a confidentiality agreement and demonstrate sensitivity to confidential matters.
  • Reflecting the importance of “Ha Kus Teyea ~ the Teslin Tlingit way” as part of DDC’s responsibility to support community development.
  • Knowledge of the community and Teslin Tlingit Council clan system and structures.

Working Conditions

  • Position is mostly in an office environment, but will involve site visits to other offices in the Teslin area and/or in Whitehorse in support of DDC meetings and/or projects.
  • Although this is primarily an office position, the ideal candidate will be able to work in a fast paced, project-orientated environment that requires some field work.

Wages

Wages for this position are commensurate with experience, ranging from $42-$48 per hour.
